Solicitation No. F07603-98-R8009 DUE 111298 Requirement is for
Architect-Engineering Services, Open End contract. The project will
consist of reviewing as-built drawings and asbestos survey data;
performing additional asbestos surveys; and preparing and signing a
detailed asbestos plan of work procedure to be used in the removal of
asbestos containing materials from the facilities. Review the abatement
contractor's submittals for the project and make recommendations for
their approval/disapproval by the Government. Monitor the contractor's
work for compliance with the asbestos plan speacifications, EPA, OSHA,
and State of Delaware regulations as they pertain to asbestos removal.
Perform clearance monitoring of cleaned area for unrestricted entry.
Report any results or practices in violation of the abatement contract
and/or regulations to the Government. Coordinate the A-E's work with
the abatement contractor's work so that the A-E is present whenever the
abatement contractor is working on site. The Definite Delivery Contract
will have a maximum monetary limit of $500,000 per year, with a minimum
$5,000 guarantee against which individual work orders up to $299,000
may be written. The initial contract will last 1 year with a Government
option of extending the contract up to an additional 3 years. Firms
desiring consideration should be able to handle all of the above or
clearly indicate their consultants. Desired skills include: Certified
industrial hygienists, industrial hygienists, industrial hygienist
technologists, laboratory technologists, etc. Firms desiring
consideration must submit both SF254 and SF255. SF254's are also
required for consultants or joint firms. Non-responsive firms will not
be considered by the A-E selection boards. Significant evaluation
factors and relative order of performance are (1) Past experience in
monitoring asbestos abatement contracts; (2) Past performance of the
firm on prior Government and private contracts; (3) Availability of
experienced key personnel to work on our projects; (4) Capacity of the
firm to do the work on schedule; (5) Geographical proximity to Dover
Air Force Base Delaware; (6) Volume of work previously awarded to the
firm by DOD. Project is open to large or small businesses. Firms
desiring consideration must submit their size status as large or small.

encouraged. Firm desiring consideration must submit appropriate data as
described in Numbered Note 24, with the exception that a SF254 and
SF255 must be submitted for consideration for this project. No general
notifiction to firms under consideration for this project will be made
and no further action is required. Estimated contract start date is 22
