diane.harris.1@gsfc.nasa.gov. NASA/HQ plans to issue a Request for
Quotation (RFQ) for Engineering, Technical and Cost Analysis concerning
a proposed electrical utility surcharge to NASA by the Department of
the Army at Redstone Arsenal. The contractor shall provide the
necessary technical and managerial personnel, material, and all other
items essential to the performance of the two-phase task. The first
phase, the contractor will perform fact-finding and analysis and will
make recommendation in the form of a briefing and written report on
whether any surcharge should be levied. The second phase, a priced
option which NASA may or may not exercise, is to perform technical and
cost analysis in the event that NASA accepts a recommendation from
Phase 1 that a surcharge is valid. This technical analysis will result
in a recommendation, in the form of a briefing and final report, on an
appropriate amount for the surcharge. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ
intends to purchase this service on a sole-source basis, only one
responsible source 10 U.S.C.2304(c)(1) or 41 U.S.C.253(c)(1) from
Plexus Scientific contract support is urgently needed in order to
resolve the dispute early in the next fiscal year while there is some
flexibility to adjust funding to pay the surcharge should it be
necessary. Any delay in the resolution of this dispute may result
cancellation of programs. Plexus Scientific is uniquely qualified to
accomplish the analysis within the required time frame as the company
currently employs former Army engineering personnel familiar with the
governing regulations, policies and technical issues in addition to
having the in house analytical capability. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 22. Any

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
