combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a quote is being requested and a
written solicitation will not be issued. Solicitation number
N61339-98-Q-0994 is hereby issued as a request for quotation (RFQ) and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-7. This solicitation shall be awarded on a
competitive basis. The standard industrial classification code for this
solicitation is 3861 with a size standard of 500 employees. The
following items are required: CLIN 0001: Spherical Display Screen (1
ea.). Statement of Work dated 10 September 1998 applies and follows:
1.0 SCOPE. This statement of work (SOW) establishes the requirements
for the manufacture, construction, and installation of a spherical,
dome display. The basic requirement is for an unfinished dome
screendelivered and installed, with options for interior fininshing and
painting. Option 1 covers painting with unity gain paint. Option 2 is
for painting with medium gain paint. Both options are described below.
2.0 APPLICABLE DOCUMENTS. None. 3.0 REQUIREMENTS. The seller shall
provide all necessary personnel, supervision, materials, services, and
equipment. (including any necessary special automated apparatus needed
to prepare and paint the interior surface of the dome.) 3.1 Display
requirements. The following shall apply to the completed display as
installed: 3.1.1 Configuration. The display shall consist of a
truncated section of a 20-ft (nominal) spherical shell. The dome shall
be 21-feet diameter maximum inside. Figure 1 is a conceptual sketch
and specific mechanical details are subject to discussion with vendor.
A rectangular opening for entrance/egress (72" W X 78" H) shall be
provided with two doors opening to either side. A center support may be
used if it is easily removable for periodic equipment movement in and
out of the dome. A door interior which is a cut-out section of screen,
fitted to blend in with the screen and to provide a light tight seal
is preferred. A flexible skirt or similar means may be used for as much
as 2-feet of the bottom of the door to achieve a light tight fit
without interference with the floor. The minimum requirement is a rigid
framed opening with a light tight curtain. A metal rim or similar means
shall be provided around the top and bottom. The rims shall be designed
to ensure mechanical stability and to distribute the weight uniformly
on the floor. The width of the floor pad shall be not less than 3
inches. Dimensions are nominal and subject to discussion relative to
minor variations, within room constraints. (See 3.1.7 below.) 3.1.2
(Option 1) Optical gain and uniformity. The screen surface shall be
Lambertian (nominal unity gain). Localized variations in gain and
reflectivity shall not be great enough to reveal blotches, streaks,
lines, or other irregularities in the observed brightness (luminance)
when the surface is uniformly illuminated. Adjacent panels of the
display surface shall be butted together and secured with bolted
flanges on the exterior. Joints shall be filled and finished to provide
a smooth continuous display surface with no visual indications of the
joints and seams. 3.1.3 (Option 2) Optical gain and uniformity. Average
optical gain shall be 3.0 +/- 0.5. Localized variations in gain shall
not be great enough to reveal blotches, streaks, lines, or other
irregularities in the observed gain (luminance) when the surface is
uniformly illuminated. The gain of any two nearby points (within 10
degrees, measured from the center) shall not vary by more than 0.5 gain
throughout the screen area. No two points shall vary by more than 0.5
gain for any two points. Adjacent panels of the display surface shall
be butted together and secured with bolted flanges on the exterior.
Visible joints between adjacent display panels are allowed (Filling and
finishing of seams not required.). 3.1.4 Dome material. The dome shall
be constructed of rigid fiberglass with a minimum thickness of 1/8
inch. 3.1.5 Exterior finish. The exterior of the dome shall be painted
per a color to be specified by the buyer. 3.1.6 Environmental
requirements. Paint shall be latex based with low or no VOC (volatile
organic compounds). 3.1.7 Installation. The seller shall install the
dome in a designated room in the main NAWCTSD building in Research
Park, Orlando, FL. The location and orientation in the room is to be
specified by the buyer. Figure 1 depicts the general layout. The room
size exceeds 30 X 30 feet with a suspended ceiling. The area where the
dome will be installed has limiting vertical clearance of 11.0 feet.
The minimum dimension of the 11-foot ceiling area is 21 feet. 3.1.8
(Option 1) Surface preparation. The seller shall prepare the interior
surface of the dome panels, to include all necessary seam filling and
sanding of the panel surface, for application of the paint. Uniformity
of curvature and freedom from small local variations is required to
ensure meeting the brightness uniformity requirement. The exterior
surface shall be finished suitable for painting. Dust from the
finishing process shall be exhausted to exterior of the building. 3.1.9
(Option 2) Surface preparation. The seller shall prepare the interior
surface of the dome panels, to include all necessary smoothing and
sanding of the panel surface, for application of the high gain paint.
The interior is to be precision finished to enable display of projected
imagery of high quality, without blemishes or variations in appearances
which are not characteristic of the source imagery, except for seams
between adjacent display panels. Extreme uniformity of curvature and
freedom from small local variations is required to ensure meeting the
gain uniformity requirement. The exterior surface shall be finished
suitable for painting. Dust from the finishing process shall be
exhausted to exterior of the building. 3.1.10 (Option 1) Painting. The
seller shallapply a reflective paint to the finished interior surface
to achieve a projection surface meeting the requirements of 3.1.2
above. The paint blend used shall be designed for projection screen
applications. Painting shall be done between 6:00PM and 2:00 AM, or
6:00 PM on Friday and 6:00 PM on the following Sunday to minimize
impact on building occupants. 3.1.11 (Option 2) Painting. The seller
shall apply a reflective paint to the finished interior surface to
achieve a projection surface meeting the requirements of 3.1.3 above.
The paint blend used shall be designed for projection screen
applications. Painting shall be done between 6:00 PM on Friday and 6:00
PM on the following Sunday to minimize impact on building occupants.
4.0 QUALITY ASSURANCE 4.1 Contractor quality assurance. The contractor
shall perform the usual quality checks on workmanship and materials.
4.2 (Basic Requirement and Option 1) Inspection and Test. The seller
and buyer shall jointly conduct a general workmanship and materials
inspection. In addition they shall jointly perform gain and uniformity
testing, to verify compliance with 3.1.2, on the finished and painted
screen surface as follows: (Option 1) A light source shall be mounted
at the geometric center of the dome panels; (Option 1) The surface
shall be visually examined for variations and irregular brightness.
Luminance measurements shall be made from the geometric center of the
dome panel to points on the projection surface chosen by the purchaser.
4.3 (Option 2) Inspection and Test. The seller and buyer shall jointly
conduct a general workmanship and materials inspection. In addition
(Option 2) they shall jointly perform gain and uniformity testing, to
verify compliance with 3.1.3, on the finished and painted screen
surface as follows: (Option 2) A light source shall be mounted at the
geometric center of the dome panels; (Option 2) Luminance measurements
shall be taken of a Lambertian reference material placed at the
projection surface. Measurements shall be made from the geometric
center of the dome panel to thirty six points on the projection surface
chosen by the purchaser. (Option 2) Luminance measurements for each
screen location above will then be repeated measuring directly from the
finished projection surface. (Option 2) For this application, gain is
the ratio of the luminance of the reflective paint to the luminance of
the Lambertian reference. Luminance variation between two points is
defined as 100 X (the brighter minus the dimmer) divided by the
brighter. 4.4 Warranty The seller shall guarantee workmanship and
material for a period of one year from completion of work identified
herein. This warranty period shall be applicable for both the basic
requirement and either of the two options exercised by the government.
The warranty period shall commence at time of government acceptance.
<END OF SOW> The following information is provided to the
offerors: Basic Requirement -- Budget constraints on the maximum price
of the project are unusually severe and dictate a flexible procurement
approach. The basic item being procured is an unfinished and unpainted
interior, painted exterior dome display which is to be manufactured
and constructed by the successful offeror and installed at NAWCTSD,
Orlando, FL. Options -- The government intends to exercise either
Option #1 or #2 dependent upon budget contraints and the content of the
proposals submitted. Option 1 -- Interior surface preparation and
painting with nominal unity gain (lambertian) material. Option 2 --
Interior surface preparation and painting with medium gain material
(Gain of 1.5 -- 4). This option would allow seams to remain unfinished
as a tradeoff to permit painting prior to shipment and to reduce cost.
Offerors shall submit a proposal for the basic requirement and Option
#1 and/or the basic requirement and Option #2. The exercise period of
either option chosen by the government will be 60 days after award or
30 days prior to shipment, whichever occurs sooner. The options are
described in the Statement of Work which is summarized as follows.
Statement of Work -- The primary objective is to obtain the best
display screen within existing budget constraints. Additionally, the
SOW is intended to avoid unnecessary constraints, maximize flexibility,
and enable tradeoffs necessary to achieve best value proposals. The
only requirements which are rigid and not subject to best value
tradeoffs are those related to safety and building constraints.
Delivery -- The dome screen shall be delivered to NAWCTSD and installed
during December 1998. Access to the installation room may be possible
by mid November. Specific date to be provided by the buyer within 30
days of award. Award and Evaluation Procedures -- Award will be based
on a best value tradeoff basis whereby the government will consider the
price and other factors in arriving at an award decision (See below for
evaluation factors). Offerors are hereby notified that the government
reserves the right to award to other than the low priced offeror if
deemed advantageous to the government. The government will evaluate
price for award purposes in the following manner: (a)In those instances
where the basic requirement and Option #1 is proposed -- by adding the
total price for proposed Option #1 to the total price for the basic
requirement; (b)In those instances where the basic requirement and
Option #2 is proposed -- by adding the total price for proposed Option
#2 to the total price for the basic requirement. Offerors are
cautioned that options must be seperately priced and failure to do so
may render an offer unacceptable. Evaluation of options will not
obligate the Government to exercise the option(s). Miscellaneous --
Offerors are hereby informed that this is a firm-fixed price
requirement. Delivery shall be made NLT 31 December 1998 to NAWCTSD
Orlando, FL 32826-3275. Delivery shall be made FOB Destination. The
following FAR/DFARS provisions and clauses apply to this acquisition:
52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5 and 252.212-7036. The
following evaluation criteria shall be used as addenda to FAR
52.212-2(a): (Listed in decending order of importance) (1)Quality of
image display which the system can support -- luminance, uniformity,
and a minimum of artifacts which are not characteristic of the
projected imagery; (2)Price; (3)Convenience and ease of use;
(4)Mechanical integrity; (5)Compatibility with existing building and
overall appearance; (6)Ease of upgrades and improvements; (7)Schedule
and (8)Past Performance. The following subparagraphs of FAR 52.212-5(b)
apply: (6), (7), (8) and (9). DFARS 252.204-7004 is also applicable. A
completed copy of FAR 52.212-3 and DFARS 252.225-7035 must be included
with quote. Quote is due by 5:00 p.m. EST on 21 September1998 and may
