This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR PART 12.6, as supplemented with
additional information included in this notice. This announcement
constitiutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation No.
N49399-98-Q-0227 is issued as a request for quotation (RFQ). The
Standard Industrial Classification Code (SIC) is 9999 and the Small
Business Size Standard is $5.0. The successful contractor shall supply
one computer pharmacy refill telephone system FOB destination to the
Naval Ambulatory Care Center, Pharmacy Department, Naval Submarine Base
NLON, Groton, Ct. 06349. The system must be capable of supporting 12
telephone lines to handle expected peak volume of 1500 refills per day.
Expandable to 44 lines for future needs. Needs to be accessible by a
toll free number. Compatible with Composite Health Care System (CHCS)
computer program. Refill system needs to provide prescription
information to patients 24 hours a day, 7 days a week, multiple
locations for refill pick up, customized options and voice messages,
capable of transferring calls to pharmacy, provide patients with
reasons why prescription cannot be filled, compatible with medication
consultation application, and TDD compatible. Prescription information
needs to be capable of supplying 60,000 National Drug Code (NDC)
specific patient education material, print NDC specific monographs for
patients, allow patients to review information 24 hours a day, 7 days
a week, document date, time, and information provided, and customized
options and menus. System needs to be capable of processing
prescriptions when primary prescription program (CHCS) is down. Capable
of printing labels on a CHCS printer. Capable of allowing patients with
a rotary phone to access system. Be Y2K compliant. In 1999, be able to
provide same services as the telephone system, over the World Wide
Web. Web based services should include: prescription reminder, inquire,
balance, refill, and drug information. Maintenance needs to include: on
site, next-business day hardware maintenance, Software support,
software updates and enhancements, regular updates to Medication
Consultation text, unlimited telephone support. The required delivery
date is 30 September 1998. The Government will award a firm fixed price
contract resulting from this solicitation to the responsible offeror
which is the most advantageous to the Government, price and other
factors considered. The solicitation provisions and clauses
incorporated herein are those in effect through FAR FAC 97-04;52.212-1

company letterhead and directed via the fax number above. The
solicitation number shall be listed on the quotation. All offers must
be received by 10:00 A.M. EST 25 September 1998. Late offers will not
be accepted. The proposed contract is a total small business set aside.
All contractors are required to be registered in the DOD Central
ContractorRegistration database prior to award as specified in
