Business set-aside on a firm fixed price contract basis for the
integration of equipment upgrades, fabrication and production of the
Digital Topographic Support System-Light (DTSS-L)to support US Army
requirements. The DTSS-L is a tactical automated topographic support
system contained within a pair of HMMWV-mounted LMS shelters, w/
attached SICPS tents. Further details on the DTSS-L can be found on the
CTIS home page at http://hpl.tec.army.mil/. The computers and related
Hardware/Software to be integrated into the shelters are primarily Army
Common Hardware/Software-2 (CHS-2) and will be provided as GFE/GFS. A
base production quantity of up to ten systems will be awarded with two
possible follow on option allocations. Delivery of three systems
following First Article testing is required to support 3QFY00 fielding.
The award of the contract shll be based upon a "Best value" analysis
and evaluation. Evaluation factors will include past performance,
management, cost,technical approach and resources to be set forth
further in the solicitation. The RFP will be released late September or
early October. Please submit requests for RFP immediately. Request MUST
reflect the following information: Request date,Business size, Cage
Code, Establishment Code and address to where the RFP is to be sent. An
electronic database must be developed using this information prior to
release. Failure to do the following will impact your entry into the
database. Please do not delay in your request process. Proposals will
be required 45 days (NO Exceptions) after release of solicitation. A
post solicitation/pre-proposal conference will be conducted at TEC in
Alexandria, VA. A prototype will be available for viewing. All firms
responding to this announcement through TEC and the TEC POC will be
invited, seating however will be limited. First responses, first served
and seated for conference. Those who get the RFP off the web only MUST
contact the TEC POC with the above information if they intend to
attend the conference or submit a proposal. Award of subsequent
