Phila. intends to solicit, on a sole source basis in accordance with FAR 6.302-1 with the TRO Learning Inc., Alexandria, VA. for the provision of an Academic Skills Learning Center (ASLC) at Fort Hall, ID. The ASLC shall consist of the PLATO software created by TRO, Inc., and associated equipment to utilize such software for the provision of computer based instruction in Fastrack (Language Arts, Reading, and Mathematics), English Grammar/Writing, Mathematics, Advanced Mathematics, Science Fundamentalism, and Workskills. The contractor shall be responsible for the provision of all equipment, software, and furniture, the installation of same, and the training of facilitators who shall operate the ASLC. A one year contract (1 October 1998 through 30 September 1999) is anticipated, with two one year options for hardware and software maintenance. A Firm Fixed Price type contract shall be utilized. This requirement shall be satisfied utilizing the procedures outlined in FAR Part 12. The SICCode is 8748. This requirement is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
