conducting a competitive sourcing study utilizing OMB Circular A-76.
The purpose of the study is to determine if it is more efficient for
government operated or contractor operated functions within the Cadet
dining facility, Mitchell Hall. The study will include such services as
waiters, sanitation, cooks, food preparation, housekeeping, building
and warehouse maintenance, building security, and receiving. This list
is not all-inclusive. Mitchell Hall staff currently serves three meals
per day, seven days a week with the exception of some school vacations.
Monday -- Friday, two of those meals are served sit-down family style
simultaneously to about 4000 cadets within five minutes of seating. The
other meals during the week and weekends are usually served in a buffet
style or other sit down fashions. This is a varied operation that will
also include seasonal field style kitchens and service and outside
catering in addition to service at Mitchell Hall. The facility is
approximately223,000 square feet on three levels. Housekeeping and
janitorial duties will be required for the entire facility, in addition
to some outdoor ground maintenance. This is a SOURCES SOUGHT SYNOPSIS
AND REQUEST FOR INFORMATION, F0561199R0001, only to determine industry
interest and capability. Interested contractors are asked to submit a
capability statement of your past performance similar in scope to this
initiative, references with telephone numbers and points of contact,
and your business size. This information will be utilized to determine
if this solicitation will be set-aside for small business or go
unrestricted. A letter stating your interest or requesting a copy of
the future solicitation is not sufficient. Small business concerns are
encouraged to provide sufficient written information supporting their
capability to perform and should address as a minimum your experience
with food service management, personnel management, facility
maintenance, sanitation, food preparation and serving, and warehouse
operations. Responses are required not later than 16 Oct 98. The
anticipated Standard Industrial Classification is 5812 or 8744. An
issue date for this solicitation has not been established. A subsequent
synopsis will be published at a later date to provide solicitation
