The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for Engineering support, and Test and Evaluation (T&E) support for the AN/SWG-3 Tomahawk Weapon Control System (WCS), the Advanced Tomahawk WCS (ATWCS), and Foreign Military Sales (FMS) versions of Tomahawk Weapon Control System and for derivatives and related systems. ATWCS includes derivatives such as the Tactical Tomahawk Program (TTP). This support includes the establishment of a test approach, the development of test specifications, the plan and conduct of test operations, the analyses of collected test data and test coverage, the conduct of special tests for system safety, Mission Data Updates (MDU), communication systems interface testing and the development of laboratory training materials. The proposed acquisition is for a five year period on a cost-plus-fixed fee basis beginning on 1 March 1999. There will be a base period of 7 months and four option periods. The SIC Code is 8711, the FSC Code is H999. There are three mandatory requirements for this acquisition that must be met: (1).Facility Location -- The contractor's proposed facility must be located within one hour average travel time to the TOMAHAWK Facility in Building 1580 located at NSWCDD, Dahlgren Virginia. All key personnel direct charging to the contract shall meet the one hour travel time requirement in order to work in the labs and attend meetings in a timely manner. (2) Security Clearance -- Offerer must have facility clearance equal to or greater than required in DD 254 (Top Secret No Foreign). At least six of the proposed personnel have Top Secret security clearances and the remainder must have at least a Secret security clearance at the time of contract initiation. (3) Local Area Network (LAN) Connectivity -- Commercial software packages are available on the NSWCDD K70 unclassified Local Area Network (LAN) and are used to generate and maintain Tomahawk documents and to perform other functions such as requirements trace. The Government does not have sufficient contractor work spaces to provide on-site contractor access to the unclassified systems. Therefore, the contractor shall have or be able to acquire at their site within 60 days after contract award X-Terminals (or equivalent) capable of interfacing to the unclassified LAN and running UNIX software tools such as INTERLEAF and Dynamic Object Oriented Requirements System (DOORS) which reside on the K70 network. The contractor shall be responsible for procurement, maintenance, and/or leasing of all hardware and software components necessary to provide the required connectivity. To obtain acceptable operator response time, the minimum LINK speed for connectivity is 1 (one) million bits per second (MBPS). (A "T1" telephone connection can be used to meet this connection requirement.) A maximum ratio of 3 contractor personnel to 1 workstation is recommended. The contractor shall be responsible for compliance with NSWCDD policies, procedures and guidelines relative to automated system security asstipulated in NAVSWC INSTRUCTION 5239.1 and any updates and additions thereto as they relate to remote connections to the NSWCDD Local Area Network. It is anticipated that the solicitation will be posted on 1 October 1998. The solicitation will be open for 45 days. Vendors should access the NSWCDD web site to ensure they have downloaded all amendments. For solicitations issued after 31 May 1998, DOD will no longer award contracts to Contractors that are not registered in the Central Contractor Registration (CCR) database.
