This contract is to provide the Environmental Protection Agency, Office of Human Resources (OHROS) with Sign Language support services. This procurement is being set-aside for 8(a) small businesses. The applicable SIC code is 8399. The period of performance will total four years: a two year base period and a two year option period. The work will be performed in space to be designated by EPA, primarily at Waterside Mall and other Washington, D.C. area EPA facilities. Occasional travel (possibly overseas) will be involved. The sign language personnel will report to the EPA interpreter, who will orient interpreters, assign work, monitor contractor performance and approve invoices. The contractor will provide up to 10,000 hours of interpreting support service, with a skill level equivalent to a senior journeyman expert. The Contractor may be required to provide as many as four sign language interpreters simultaneously. The personnel shall be RID-certified and possess a skill level equivalent to a senior journeyman expert. They shall be capable of interpreting in a wide variety of employment settings, including (but not limited to) career counseling, interviews, performance evaluation discussions, staff and technical meetings, panel reviews, formal scientific conferences, and ceremonies. Requests for this service will be made by the EPA Headquarters Interpreting Coordinator. While several days advance notification for services will normally be provided, the contractor shall be expected to provide interpreters in urgent situations within 4 hours after notification.
