Electronics Command (CECOM) anticipates negotiations with Cubic Defense
Systems, San Diego, CA for a new contract to design, fabricate, and
test Joint STARS Ground Data Terminals (GDT) system improvements and
repartitioning at the Shop Replaceable Unit (SRU) level and at the
System level. This action is required to reduce operational and support
costs, parts obsolescence, and address technology insertion, and
enhanced performance required to maintain interoperability with planned
radar upgrades. It includes all Non-recurring Engineering (NRE) and
associated logistics data as required. This new action includes System
Improvement Program (SIP) 3 non-recurring engineering and Lot 7
production (up to 20 each GDTs) to maintain pace with the JSTARS Common
Ground Station production/fielding. SIP 1 and 2 were performed by Cubic
Defense Systems primarily to reduce parts obsolescence. SIP 3 is
described above. Solicitation to be issued to Cubic Defense Systems per
FAR 6.302-1(b), "Only One Responsible Source". Cubic Defense Systems,
the developer/producer of the Surveillance and Control Data Link
(SCDL), is the only company possessing the knowledge and expertise for
this acquisition. The Government does not possess technical data
completely defining form, fit and function of the items being procured
and has no way of evaluating a substitute item. However, the
Government does possess Performance Specifications that describe the
operation of the GDT in the Joint STARS environment. The present Joint
STARS SCDL SIP effort is under Contract No. F19628-93-C-0166 with
Cubic Defense Systems and is managed by CECOM. The upcoming
Solicitation will be placed on the CECOM Business Opportunity Page
(BOP) for all interested parties. See Note 22. The U.S. Army
Communications Electronics Command (CECOM) has established a Business
Opportunities Page (BOP) website to allow electronic transmittal of
Requests for Proposals (RFPs) and Invitation for Bids (IFBs) from CECOM
to Industry. All parties interested in doing business with CECOM are
invited to access, operate, send and receive information from the

access potential CECOM Business Opportunities by simply typing "guest"

Bids shall be submitted in hard copy at the time and place specified in
the solicitation. No bids shall be submitted directly to the
