Force Center for Environmental Excellence (AFCEE) is contemplating an
Award of a Firm Fixed Price type contract on a sole source basis to Dr.
James Levenson at Argonne National Laboratory in Argonne, Illinois to
provide technical assistance for a Alternative to Mercury in Telescope
Alignment Belt at the Maui Space Surveillance Complex, Maui Hawaii.
The assessment study shall address, but not limited to: alternatives to
replacement of mercury in the alignment belts, and associated costs per
assessment. The contractor shall be tasked to support the Air Force in
incorporating pollution prevention into base procurement programs such
as, reducing or eliminating the use, release, and disposal of hazardous
materials (Hg). Examples of pollution prevention efforts include
conducting opportunity assessments to identify pollution prevention
opportunities (Hg related), developing strategies to reduce the volume
of waste or toxicity of waste that is generated, and to research out
new technology to reduce the Hg dangers to the environment. The
contractor shall analyze eight alternatives to Hg usage in the
alignment belts of the telescopes and deliver a report of that
analysis. The anticipated cost of this assessment is approximately
