Department of Treasury, Financial Management Service (FMS), has a
requirement to convert two existing IBM InfoPrint 4000 Advanced
Function Laser printers to produce non impact Magnetic Ink Character
Recognition (MICR) printing. The InfoPrint 4000 printers are installed
in the following locations: Philadelphia Financial Center (PFC) 13000
Towsend Road Philadelphia, Pennsylvania 19154 Austin Financial Center
(AFC) 1619 E. Woodward Street Austin, Texas 78741 The conversion must
be completed not later than October 31, 1998. The converted MICR
printer shall be capable of the following: 1. Produce MICR documents at
speeds of up to 354 impressions per minute for 2 up printing on 8.5 x
11 inch paper at a resolution of 300 dots per inch. 2. Print on 28#
Treasury Check Stock. 3. Print MICR using the E13B font that meets all
American National Standard Print Specifications for MICR (ANSI/ABA),
X9.27-1988 and ANSI X 9.13 1990. 4. Print the MICR on checks and
documents in such a manner that the print is permanent and not affected
by erasure, smudging, moisture, handling, the passage of time, or by
other methods which might be intentionally or unintentionally employed
to remove or alter the printing without affecting the check itself. 5.
Produce a MICR line on Treasury Checks that will clear through the
Federal Reserve Banking system with a reject rate of one percent or
