The PHS Office on Women's Health (OWH), through the ADP Acquisitions Branch, Program Support Center (PSC), intends to award a three month sole source simplified acquisition to Micromass Communications, Inc. Micromass Communications, Inc. is a relationship management company that develops custom applications to help the healthcare industry develop and sustain personal relationships with large, diverse customer populations. These applications, such as disease management and treatment adherence programs (involving both patients and professionals), provide individually-tailored materials that adapt to the changing needs, interests and progress of each program participant. The contractor is uniquely capable of reaching individuals through traditionally mass-media channels (e.g., print, web, e-mail) through a combination of proprietary personalization technology and skilled tailoring artists and craftsmen. Micromass Communications is uniquely positioned to fulfill this requirement because it has already developed an on-line cardiovascular disease product for the American Heart Association (AHA). By using the AHA program, created by Micromass Communications, the OWH will be able to leverage the existing content on its National Women Health Information Clearinghouse (NWHIC) Website and the AHA's personalized education program highlighting diabetes and heart disease. No other program on the Web contains the level of cardiovascular data, as well as, disease and lifestyle programs tailored to an individual's unique profile. The contractor may use the content and personalization model developed with AHA to build the OWH's Women and Heart Disease site. The anticipated award date is September 22, 1998. No solicitation is available. The proposed simplified acquisition action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b).
