to issue a Request for Offer (RFO) for Repair Site Roofs, Buildings 1,
30 A & L and 30 MOW pending receipt of FY 1999 funding. This
procurement is open to both large and small businesses and ranges
between $500,000 to $1,000,000. This procurement is part of the Small
Business Competitiveness Demonstration Program and is being conducted
using the NASA Midrange procedures. The SIC Code and small business
size standard for this procurement are 1761 and $7.0M/Average for 3
years respectively. The DPAS rating for this procurement is DO-C2. The
work consists of removing all existing aggregate, built-up roofing
materials, and underlying insulation. The project provides for
replacement of the entire built-up roofing system on full roof
sections. Repairs to the existing deck surfaces shall be made as
required. The flashing at roof penetrations and perimeters shall be
replaced. The existing neoprene mechanical fasteners securing the
roofing material at the building perimeters will be replaced ith a
metal fascia/gravel stop. The project requires replacement of
approximately 22,000 square feet (220 squares) on Building 1 and 49,500
square feet (495 squares) on Building 30A & L, and 40,000 square feet
(400 squares) on Building 30 MOW. The installation of the replacement
roofing system shall meet Class I Fire and Factory Mutual (FM) 1-90
Wind Uplift requirements. The contract will be awarded using "best
value" selection criteria with past performance and relevent experience
and cost being of equal importance. The construction contractor is
required to commence work and to complete the project within 80
calendar days after written notice to proceed. The anticipated release
date of RFO 9-BJ33-T13-9-03P is on or about October 15, 1998 with an
anticipated offer closing date of on or about December 1, 1998. The
firm date for receipt of offers will be stated in the RFO. All
qualified responsible sources may submit an offer which shall be
considered by the agency. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement (with the exception of the specifications and drawings)
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, or Power Point 4.0) format
and will reside on a World-Wide Web (WWW) server, which may be accessed
