The Contractor shall provide the necessary Program Management and
Project Engineering effort to respond to fleet sustainment related
customer requests including working groups, action teams, and informal
planning meetings, Rough Order of Magnitude (ROM) estimates,
preparation of draft Statements of Work (SOWs), Engineering
Coordination Memorandums and Engineering Change Proposals (ECPs) in
support of the OH-58D Kiowa Warrior Control Display System (CDS). The
period of performance for this effort is 1 January 1999 through 31
December 1999 with an option for an additional 6 months for the period
1 January 2000 through 30 June 2000. Authority and Justification for
other than full and open competition is 10 U.S.C. 2304(c)(1). The
proposed procurement is for services and supplies which cannot be
obtained through full and open competition because only one responsible
source is capable of satisfying the Agency's requirements, FAR 6.302-1.
The intended source is Honeywell, Incorporated, Defense Avionics
Systems, Albuquerque, New Mexico 87113-2227, the only known source
capable of performing this work in the timeframe required to satisfy
the Army's minimum needs. All responsible sources may submit a proposal
which shall be considered by the Agency. See Numbered Note(s): 22.
