70 -- SPECIAL PROJECT 99 (SP99) SOUTHERN EYE, INVITATION FOR INITATIVE PROPOSALS SOL F0560498R9010 DUE 010298 POC LTC Wackerman, Ms Cathy Breeze or Mr Larry Lewis (719) 554-5966 or DSN 692-5966 DESC: The Joint Staff, in conjunction with US Space Command (USSPACECOM -- Executive Agent), and US Southern Command (USSOUTHCOM -- Sponsoring CINC) is seeking initiative proposals for Special Project 99 (SP99) SOUTHERN EYE. SOUTHERN EYE is an integral part of the implementation of Joint Vision 2010 (JV2010) and is the first time the entire space community (National, DoD, Civil, and Commercial) is being asked to participate. SOUTHERN EYE is designed to demonstrate space enhancements to missions in the USSOUTHCOM area of responsibility (AOR). SOUTHERN EYE will demonstrate, test, and evaluate off-the-shelf and emerging/evolving technologies and tactics, techniques, and procedures (TTPs) in support of USSOUTHCOM's key mission areas. SOUTHERN EYE will focus on improving the warfighter's ability to employ space-based capabilities as force multipliers at the CINC, component, and force execution levels. SOUTHERN EYE will execute during the August 1999 to April 2000 time frame. Selection of dates and execution duration for individual initiatives will be determined by operational requirements. Initiative proposal submissions are due 2 October 1998.
