Smith, Agnes.L.Smith.1@gsfc.nasa.gov. NASA/GSFC plans to issue a
Request for Quotation (RFQ) for engineering design and all work
associated for design and construction of a new water main and
installation of water meters at GSFC. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from Washington Suburban Sanitary Com.
at 14501 Sweitzer Lane in Laurel, Maryland only. WSSC imposes strict
standards for water rehabilitation projects. Past experience at GSFC
has demonstrated that it is extremely difficult and inefficient to get
a design through WSSC's approval process, that has been prepared by an
architectural and engineering contractor other than WSSC. Part of the
design process involves getting a construction and maintenance easement
from Beltsville Agricultural Research Center (BARC), to allow the
construction contractor and future maintenance crews to work on BARC
property. WSSC routinely processes legal paperwork to obtain
construction and maintenance easements, therefore, they are very
efficient at completing these legal documents. Also, procurement of the
rehabilitation of GSFC's fire protection and domestic water system on
a sole source basis will create numerous efficiencies that will result
in cost savings to the Government that would not occur should the
effort be competed. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. See Note 22. Any

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the seven days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
