for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
Solicitation Number is MDA908-98-R-0048 and is issued as a request for
proposals (RFP). This document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-02. This
procurement is solicited as a 100% small business set-aide, SIC Code
8999 to provide for Sign Language Interpreting and Oral Translations
Services in support of the DIA's Diversity Management and Equal
Opportunity Office (MD). The Government will award a Firm Fixed Price
Labor Hour contract resulting from this solicitation to the responsible
offeror whose offer conforms to the solicitation, is determined the
best value to the Government price and technical factors considered.
The services required are specifically to conduct sign language and
oral translations interpretation for the deaf and hearing impaired
employees and visitors. Sign Language /Oral Interpreters/ Translators
must be qualified and/or certified by screening as recognized by the
National Registry of Interpreters for the Deaf (RID) or the Virginia
Department of the Dead and Hard of Hearing (VDDHH). A Full-time and
part time on-site interpreter are required and must be capable of
performing one or more of the following: American Sign Language, Pidgin
Signed English (PSE), Oral Approach, and/or Fingerspelling with the
ability to understand and interpret technical terminology. The
contractor will provide in addition to full-time and part-time
personnel, interpreters on an as-needed basis for intermittent services
when full time interpreter is unavailable. Intermittent services
require additional contracted personnel on assignment during an 8 hour
day. The evaluation will consider technical equal importance to price.
The evaluation will also consider the offerors discussion of their
management approach to ensure that they possess an understanding of the
requirement and a sound programmatic approach, in addition to
submission of interpreters names, SSN, and level of security clearances
at the time services are to be provided. Contractor must possess the
necessary security clearances at the Top Secret, SCI, Level 6, at the
time of award when services are required. A minimum of five cleared key
personnel must be available and on the contractor's staff, resumes must
be submitted for each staff member providing sign language support to
the contract, to include sign language interpreters certification
source and date of certification. Part of the technical evaluation will
consist of live presentations from three of the key personnel on each
offeror's interpreter staff. The contractor's interpreting staff will
each complete a ten (10) minute presentation, interpreting from a video
that will be provided by a Government panel. The panelprocess will
consist of employees who are deaf/hearing impaired in addition to
hearing individuals. Communications with offerors will be permitted at
this time in accordance with FAR 15.306(b). Communications will be
exchanges between Government and offeror leading to establishment of
the competitive range to enhance Government understanding of proposals.
Offerors may at this time provide any clarifications needed. No
discussions will be conducted. Proposals to this solicitation should
provide this office with the following: a price proposal on company
letterhead or SF 1449 for the requested items showing unit price,
extended price; Volume I should contain information on the technical
approach and management approach, and personnel. This volume should
contain detailed information and also include resumes of personnel and
past experience information. Volume II should contain cost proposals
which must include the unit and extended prices for the clins listed
under the Supplies and Services Description, Quantity, Unit Price,
