The services are to provide direct one on one counseling by licensed professionals to identify and evaluate personal problems of employees and their immediate dependents. This sole source acquisition is justified under 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Cascade Centers, Inc. is the only source that can provide the services required under the contract. All responsible parties may submit a proposal which shall be considered by the agency.
