The services to be performed include a wide spectrum of specific systems and application enginering to implement the Text Management Modernization Plan which will apply new publication technologies/process to TMA textual products eliminating hardy copy distribution requirements of the TRICARE Manuals. These textual products are used to support timely and proper delivery of health care under the CHAMPUS/TRICARE program. The services to be provided require expertise in textual and web-based publishing technologies, systems design and architecture, configuration management, the application of specific Commercial Off The Shelf (COTS) products in a mission critical environment, ancillary product support of COTS products, and analysis of user requirements to identify new opportunities/textual products to which these publication technologies can be applied. The period of performance is one basic period effective 1 October 1998 through 30 September 1999 and two option periods. Option period one is effective 1 October 1999 through 30 September 2000 and option period two becomes effective 1 October 2000 through 30 September 2001.
