The Bureau of Reclamation intends to negotiate on a sole source basis with U.S. West Communications, Seattle, WA for the lease of 11 Data Line Circuits as follows: 2-T1 Dedicated Clear Channel w/ANSI w/B8ZS/ESF Circuits, at Flagstaff, and Phoenix, AZ; 1-56KBPS Dedicated Data Circuit w/RJ45 Jack, at Tucson, AZ; 2-56KBPS Dedicated Digital Circuits w/RJ48 Jack, at Phoenix, AZ; 2-56KBPS Dedicated DDS Circuits w/RJ48 Jack, at Phoenix, AZ; 3-KBPS Digital Circuits 4 Wire, at Phoenix, and from Phoenix to Yuma, AZ; and 1-56KBPS Circuit 4 Wire, from Yuma to Phoenix, AZ, for a five-year period. This procurement is for a commercial service and is being conducted using Simplified Acquisition Procedures (SAP) prescribed at FAR 13.601. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide the required services must provide supporting evidence that they can furnish the required specific leased line to remote sites within the State of Arizona without any interruption to the existing service and added expense that would exceed the total intended transaction cost. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
