99 -- SUBSCRIPTION/ACCESS TO DATABASE WHICH PROVIDES RESIDENTIAL AND PERSONAL INFORMATION SOL ACD-8-Q-0035 DUE 091698 POC Ms. Morris Whitacre, Contract Specialist, (214) 905-5392 The Immigration and Naturalization Service, Dallas, Texas is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. ACD-98-Q-0035 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. The standard industrial classification code is 7375, Information Retrieval Services and has a small business size standard of $18 million. Term of the contract shall be a Base Year plus four One-Year Option Periods. The Contract Line Item Number (CLIN) for the Base Year (date of award for a period of one year) is: CLIN 0001, Subscription/access to database which provides residential and personal information, 12 months. First Option Year: CLIN 0002, Subscription/access to database which provides residential and personal information, 12 months. Second Option Year: CLIN 0003, Subscription/access to database which provides residential and personal information, 12 months. Third Option Year: CLIN 0004, Subscription/access to database which provides residential and personal information, 12 months. Fourth Option Year: CLIN 0005, Subscription/access to database which provides residential and personal information, 12 months. Delivery shall be FOB Destination to Immigration and Naturalization Service, San Antonio District Office, 8940 Four Winds Drive, San Antonio, TX 78239. SPECIFICATIONS: Contractor shall provide subscription/access to a data base which provides residential and personal information on all places of residence in the state of Texas which includes as a minimum ownership of residence, address, names of all people residing at house, name on utilities, driver's licenses listed at residence, vehicles/license plates registered at address, license plates info, ID's listed at residence, police department responses to residence, businesses listed at address, business records (information from Articles of Incorporation), marriage/divorce/death information. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Offeror shall submit a technical description of the information that can be retrieved from their database. Award will be based on the lowest priced technically acceptable offer. Also, offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial, with its offer.
