The Naval Air Systems Command Headquarters (NAVAIR) has a requirement and intends to issue a fixed price contract under contract N00019-99-C-0008 with Lockheed Martin Aeronautical Systems, 86 South Cobb Drive, Marietta, GA 30063 for S-3 type/model/series (T/M/S) sustaining engineering effort. LMASC is the original equipment manufacturer (OEM) and sole integrator of the S-3A Weapon System, the Weapon System Improvement Program (S-3B), and the ES-3A Modification Program. LMASC is the only company which has access to the necessary engineering drawings, and the original/updated design, stress, loads and structural analyses, necessary to provide the required engineering services. The purpose of the proposed effort is to provide for support in design engineering investigations, reliability, maintainability and human factors analysis, the development of engineering change proposal feasibility studies, support for failure, incident and accident investigations, and Integrated Logistics Support as directed by either the Assistant Program Manager for Systems and Engineering (APMSE) (AIR-4.1.1.3) or the Assistant Program Manager for Logistics (APML) (AIR-3.1.2R). This work will be in response to obsolescence issues, operational and/or technical problems arising from S-3 T/M/S fleet usage. Lockheed Martin Aeronautical Systems company which has access to the necessary engineering drawings for this action, is proficient with both the modification and the aircraft, and can provide the necessary modifications in the required timely manner.
