supplies, equipment, transportation and support to gather and haul all
visible aircraft components to centralized location. Work to be
performed on the Coal Mine Ranch, Van Horn, Texas, at the site of the
1992 B-B1 aircraft crash. Price proposal to include all man-hours for
labor force, helicopter support, equipment, supplies, employee safety
equipment, communications, food, water, first aid and bedding and
related materials and or any other necessary resources required to
perform this clean up opetation. Contractor to have an all terrain type
vehicle capable of traversing rugged terrain and or any other resources
required. Contractor to provide employee care items such as safety
equipment, communications, food, water, first aid, and bedding if
staying on site location. No government assistance will be proveded in
the recovery of the aircraft parts. A government representative will
be on site to oversee the clean up and environmental aspects of the
work performed by the contractor. The contractor at his expense, shall
repair any damages caused to the environment by contractor personnel.
The agreement with the landowners stipulates that there will be NO
PERMANENT CHANGE TO THE SITE. This translates to no earth moving of any
kind and if a rock must be moved, it will be returned to its original
location. All visible aircraft debris will be retrieved, transported to
a location near State Hwy 90 and stockpiled in one location. Location
of stockpile shall facilitate access by conventional over-the-road
trucks. Contractor must provide documentation of location with bid
package. This work is to be performed in mountainous terrain with
hazardous working conditions, extreme heat in summer and or cold in
winter months can be expected depending upon date of removal.
Anticipated date of extraction of aircraft parts has not been
established to date. A site visit will be conducted 21 September 1998.
The government will provide air transportation from Van Horn, Texas to
the crash site via helicopter and return to Van Horn, Texas. All
interested parties are required to call (915)696-2284 prior to 18
September 1998 with their intent to attend site visit. Those interested
parties will be provided with information as to the pick up point in
Van Horn, Texas for this site visit. Magnitude of this project is
between $250,000.00 and $500,000.00. Bid Opening time will be 2:00 p.m.
Central Standard Time, 28 September 1998, location, 7th Contracting
Squadron, 381 Third Street, Dyess AFB, Texas 79607. Award of this
project is dependent upon availability of funds after low bidder has
