Administration (HCFA) is soliciting proposals for award of multiple
Indefinite Delivery Indefinite Quantity (IDIQ) contracts for the
Medicare Integrity Program's (MIP) Program Safeguard Contractor (PSC)
effort. These contracts will be available for use by the HCFA, as well
as, other Government agencies as Government Wide Area Contracts
(GWACs) as a mechanism to provide streamlined, efficient procurement
vehicles to acquire MIP/PSC services. BACKGROUND: The Health Insurance
Portability and Accountability Act of 1996 (HIPAA) provides a stable
source of incrementally increasing funds earmarked for the Medicare
program safeguard activities in order to promote the integrity of the
Medicare program. The PSC shall have the capability to perform
activities such as medical review of Medicare claims; potential fraud
case development; audits, settlements and reimbursements of cost
reports; data analysis; assisting with the processing of appeals of
claims denial; identification of overpayments; and education of certain
providers. The PSC will work closely with affiliated contractors which
are entities that perform claims processing and other non-program
safeguard activities. The PSC will utilize the affiliated contractors'
standard claims processing system to access the claims in order to
perform duties as a full PSC. GENERAL CONTRACT INFORMATION: HCFA will
solicit offers with the intent of awarding multiple IDIQ contracts for
a base year plus four option years. The base contract will contain
terms and conditions to accommodate firm-fixed price, time and
material, or cost-reimbursement Task Orders. This procurement is a full
and open competition with a goal of 30% of the IDIQ awards set-aside
for small business. Per FAR 19.102 for SIC Code 8999, a small business
size standard not to exceed $5 million applies. Subcontracting with
small, small disadvantaged, women owned and 8(a) firms is encouraged.
HOW TO OBTAIN THE PSC SOLICITATION DOCUMENT: The PSC Solicitation will
be available on or about September 14, 1998 on the Internet at
http://www.hcfa.gov/medicare/mip/. Since the PSC Solicitation is large
and includes numerous appendices, i.e. user manuals, etc., the
complete PSC Solicitation is available only in electronic format. The
PSC Solicitation is NOT available in an all paper form due to the
volume and size of the various appendices. Requests for the available
hard copy sections of the PSC Solicitation will ONLY be entertained
from vendors who can demonstrate that they do NOT have Internet
download capability. Requests for the hard copy sections with
justification should be mailed to Dawn L. Tucker, Health Care Financing
