for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This is a sole
source requirement IAW FAR 6.302-1. This RFQ has the following line
item: Renewal of license and maintenance for Scientific and Technical
Information Library Automation System (STILAS). Support includes:
DirectLINE, Sirsi's telephone consultation services, Enterface, Sirsi's
remote diagnostics service via modem connection, and any enhancements
that Sirsi provides for the Unicorn modules purchased. Period of
Performance: 1 October 1998 thru 30 September 1999. The following
clauses and provisions apply: FAR 52.212-1. 52.212-3 shall be included
with any offer, 52.212-4 and 52.212-5. WPAFB intends to award to SIRSI

closing date for this solicitation is 10 September 1998. The
approximate issue/response date will be 26 Aug 98. The anticipated
award date will be 01 Oct 98. Written procedure will be used for this

requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. The proposed
contract action is for supplies and services for which the Government
intends to solicit and negotiate with only one, or a limited number of
sources under the authority of FAR 6.302. Interested persons may
identify their interest and capability to respond to the requirement or
submitproposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within forty five-days
(thirty days if award is issued under an existing basic ordering
agreement) after date of publication of this synopsis will be
considered by the Government. A Determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Mr. Stephen J. Plaisted
has been appointed as Ombudsman to hear concerns from offerors, or
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of an Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
matters on individual solicitations, please contact the buyer at the
