This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1. This RFQ has the following line item: Renewal of license and maintenance for Scientific and Technical Information Library Automation System (STILAS). Support includes: DirectLINE, Sirsi's telephone consultation services, Enterface, Sirsi's remote diagnostics service via modem connection, and any enhancements that Sirsi provides for the Unicorn modules purchased. Interested persons may identify their interest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
