prospective contractors to provide existing software and related
support services for use by the FDIC's Division of Resolutions and
Receiverships (DRR) in managing and maintaining current and historical
data related to resolution assets under the FDIC's control. The
software to be acquired will be the system that manages the database
core for common information shared by other FDIC applications that are
used to manage, sell, track, and report on those assets. This database
core is referred to as the National Asset Inventory System (NAIS). The
FDIC, in its Receivership and Corporate capacities, acquires, holds,
manages and disposes of failed financial institutions' assets not sold
during the initial marketing of the institutions. Acquired assets to
be supported by this inventory system include loans, owned real estate,
securities, judgements, deficiencies, charge-offs, reserves,
investments in subsidiaries and their assets, participations in loans
or pools of loans, loan servicing rights, loans serviced by others
(i.e., owned but managed by an external party) and other financial
assets. PHYSICAL ASSETS (FURNITURE, FIXTURES AND EQUIPMENT) ARE
TYPICALLY DISPOSED OF PRIOR TO CLOSING AND ARE NOT INCLUDED IN THE
INVENTORY FOR THIS EXISTING SOFTWARE TO MANAGE. INFORMATION TECHNOLOGY
ASSETS (PERSONAL COMPUTERS, WORKSTATIONS, LAPTOP COMPUTERS, SERVERS,
AND OTHER NETWORK HARDWARE, SOFTWARE, TELECOMMUNICATIONS EQUIPMENT,
ETC.) ARE ALSO EXCLUDED FROM THIS INVENTORY. Key functional
requirements for the database and front-end application include, but
are not limited to: 1. Access and storage of approximately six million
records 2. Monthly update of approximately 100,000 records 3. Wild
card search capability 4. Asset grouping (selection) by criteria 5.
Standard and Ad Hoc Reporting using "Point & Click" tools 6. Creation
of extract files in a variety of database, spreadsheet, and other
formats 7. Independent application level security access and monitoring
capabilities 8. Controls ondata updating 9. Ease of reference and
lookup table maintenance The existing software is to be installed,
modified and operated in the FDIC's technical environment. The Vendor
shall provide the necessary technical support to achieve a successful
installation, including making modifications to the software to meet
the FDIC's technical and functional environment requirements. The
existing software must utilize Microsoft SQL Server Database Version
6.5 using a Browser-based front-end model. The Vendor shall provide the
necessary source code, technical documentation, users' manuals,
training materials, and other services as needed, to implement the
system and establish connections with the FDIC's asset related systems.
These asset-related systems will be re-engineered to share with the
database core in NAIS. In addition, the Vendor shall provide the
necessary technical advisory consulting and support services to
integrate NAIS with the re-engineered asset related systems into the
post-implementation environment. These services shall include, but are
not limited to: 1. participation in systems meetings with the
Re-Engineering Team supporting the subsystems of NAIS and their
interface with NAIS 2. reviews of documentation and designs associated
with the integration changes to NAIS 3. database technical reviews and
advice 4. preservation of the existing data feed integrity and
performance characteristics of NAIS This service shall be an additional
"per-hour" component following the fixed price delivery, acceptance,
and implementation of NAIS. FDIC anticipates that long term maintenance
support for NAIS will be obtained through a separate contract vehicle.
Responses to this announcement must include the requesting firm's tax
identification number, point of contact, mailing address (no post

applicable. Responses must also indicate whether the firm is a small,
minority or women owned business. Additionally, the response must, in
brief, affirmativelystate the firm's capacity and demonstrated
expertise to perform the required task(s) described herein. It is the
intent of the FDIC to distribute a Request for Proposal to respondents
to this announcement. Those firms not responding by the designated
deadline or as directed in this announcement, will not be included on
the solicitation list. FDIC is not subject to the Federal Acquisition
Regulations (FAR). Response shall be mailed, sent by overnight courier,
