The contract was awarded on a sole source basis since local services can only be obtained by the regulated monopoly vendor the local telephone company. Bell Atlantic cited on this action, under the authority granted by the Federal Communications Commission and the State Public Services/Utilities Commissions (FCC&SPS/UC), is the local telephone company and as such, is the ONLY provider of the commercial service within the area. The contract provides for digital voice telecommunications systems/services which will provide for flexible management of telecommunications and achieve maximum operational capabilities and cost efficiencies.
