CONS/LGCI, intends to issue an award to the University of New Mexico to
complete an Air Quality Study for Cheyenne Mountain Air Station. Other
historically black colleges, and minority insititution are encouraged
to submit capabilites IAW FAR 26.300. Other firms should submit the
capabilites of their professional/liscensed enginnering departments.
The prospecitve awardee mustbe able to maintain a work force in the
local area, and have, or obtain, the neccesary security clearances to
access and handle classified materials. This acquisition is 100%
set-aside for a historically black college or minority institution.
This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. For information regarding
this RFP provision at 52.212-1, instructions to offerors-commercial
itmes, is applicable. Provision at 52.121-2, evaluation-commercial
items applies. Paragraph 52.212(A) evaluation factors are: -technical
acceptability, past performance, and price and price related factors.
Offerors are required to include with its offer a completed copy of
both the provision at 52.212-3, and the provision at DODFAR supplement
252.212-7000. The following clauses and provisons are also included in
this solicitation 52.204-6, 52.212-4, 52.212-5, 52.216-23, 52.216-24,
25.216-25, 52.233-34. STATEMENT OF WORK for AIR QUALITY STUDY AND
ANALYSIS CHEYENNE MOUNTAIN AIR STATION (CMAS) AUGUST 1998 1. GENERAL
Contractor shall provide all neccesary professional services and
equipment to perform a thorough evaluation and analysis of air quality
and transportation methods for Cheyenne Mountain Air Station (CMAS) 2.
SCOPE OF WORK The work to be performedd be the Contractor shall include
all neccesary baseline and other supplemental air quality sampling
required to evaluate and analyze the current operation and effects of
diesel-fueled bussed used to move personnel into and from the Cheyenne
Mountain Complex (CMC). Contractor shall determin if current air
quality meets applicable federal, state, and Air Force standards,
evaluate the efficiency of current transportation systems, and make
recommendations for improvements to air quality and changes in
transportation methods. Contractor shall provide the Government with a
wide range of recommendations including minor aw well as major
innovations and method. Contractor shall provide conceptual designs and
sketches, and preliminary cost estimates. 3. SCHEDULE Contractor shall
provide five (5) paper copies of the 65% submittal within seventy-five
(75) days of date of award. Upon express approval of the content of the
65% submittal by the Contracting Officer, the Government will authorize
the Contractor to proceed to complete the work. Contractor shall
provide all other deliverables to the Government one hundred and twenty
(120) days after date of award. 4. DELIVERABLES Contrator shall provide
the following to the Government: 1) A 65% submittal within seventy-five
(75) days of date of award. The 65% submittal shall include air
sampling data, discussion of methods used for sample collection, an
evaluation of preliminary findings regarding air quality as they relate
to applicable federal, state, and Air Force standards and requirements,
and commentary on proposed tranportation concepts. 2) Five (5) copies
of the final report on paper and a single set of files of the final
report in Word 95 (version 7.0a). Files are to be provided on disk (Zip
