Commerce/NOAA./NOAS/ORCA intends to negotiate on a sole source basis
with Thomas J. Murray & Associates located in Lutz, Florida to monitor
and assess the impact of regulations and management strategies of the
Florida Keys National Marine Sanctuary (FKNMS) on commercial fishermen
and the commercial fishing industry directly with emphasis on the
impacts of the Sanctuary Preservation Areas (SPAs), the Sambos
Ecological Reserve, and the proposed Dry Tortugas Ecological Reserve.
The information and assessment received will complement the
Socioeconomic Monitoring Program of the FKNMS to help fulfill the
Government's obligations and requirements established in the
Comprehensive Management Plan for the Florida Keys National Marince
Sanctuary. Period of Performance shall be for approximately one (1)
year. Solicitation package does not exist; therefore, a request for
such package will not be considered. Other parties that have the
ability to provide this type of service are invitedto submit
information as to their capabilities and any other pertinent data to
the address above, to be received no later than 10 days from the date
of this notice. Award will be made under Simplified Acquisition
