99 -- PORTABLE TABLE TOP EXHIBITS SOL RFQ 786-75-98 DUE 091598 POC Contact W. A. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. RFQ 786-75-98 is being issued as a request for quotations. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-06. Offerors shall submit a quote for Contract Line Item No. 101, Portable Table Top Exhibit, quantity 80 each, delivered F.O.B. Destination to 72 national cemeteries located throughout CONUS, Hawaii, Alaska and Puerto Rico (OCONUS). OCONUS shipments must be accomplished via air priority freight. Deliveries required o/b 9/30/98. The National Cemetery System shall provide the successful offeror with the design for each respective exhibit. Exhibits will be used as a public affairs tool at a variety of high-visibilityevents and must present a professional and polished look in every regard. Exhibits will be constructed of four (4) panels each measuring 39" X 23" -- two quality fabric and two seamless photomural panels with title and white text overlay. Each fabric and graphic panel must weigh no more than 2.4 lbs. and have no cardboard or foamcore-type core. The successful offeror must be capable of producing a keyline registered electrostatic photomural from a 3;" X 5" photo to 39-" X 46". The photomural must be permanently secured to two panels with a completed concealed framework that has no visible metal hinges or frame. Modular display system must allow for removable (360 degree) hinges, interchangeable panels and unlimited configuration possibilities and have removable pin-mounting capability at top, bottom and sides of each panel. Exhibits must be ISO 9001 Certified and U.L. (Underwriters Laboratories) listed for commercial use. A custom carrying case must also be provided for each exhibit. FAR provision 52-212-1, Instruction to Offerors -- Commercial Items (AUG 1998) is applicable to this acquisition. FAR provision 52.212-2, Evaluation -- Commercial Items (OCT 1997), is also applicable. The following evaluation factors are inserted under paragraph (a) of FAR provision 52.212-2: Evaluation Factor No. 1: Technical capability of the item offered to meet the Government's requirement. The offeror shall provide, for evaluation, a sample full-size table top exhibit (39" high by 92" wide) with a minimum of 2 full-color electrostatic photomural panels. The sample will be evaluated for construction quality, versatility of materials, frameless construction and clarity of electrostatic photomural. All samples will be returned at Government expense to offerors after award has been made. Evaluation Factor No. 2: Past performance. The offeror shall provide the names, addresses and telephone numbers of at least five (5) Government and/or private customers that have purchased similar products during the last twelve (12) months from the offeror. Evaluation Factor No. 3: Price. Evaluation factors one and two, when combined, are significantly more important than price. Offerors shall include a completed copy of the provision at FAR 52.212-3 (JAN 1997), Offeror Representations and Certifications -- Commercial Items, with its offer. This solicitation incorporates the following FAR clauses: FAR 52.212-4, Contract Terms and Conditions (APR 1998); and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 1996).
