SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER RFQ 544-073-98 IS
ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION
PROCEDURES. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-07.
The Standard Industrial Classification Code (SIC) is 5045, Small
Business Size Standard is 100 employees. The WJBD Veterans Affairs
Medical Center, Columbia, SC intends to negotiate a sole source
contract under the authority of Federal Acquisition Regulation (FAR)
6.302-1, with Codemaster, 10 S. Riverside Plaza, Suite 1510, Chicago,
IL 60606 for the following: (1) Perpetual license (needed for 18
workstations) Windows Software, Codemaster SoftwareSystem consisting
of: Codemaster Plus 32, Coder's Bookshelf, CPT Master and ICD-9-CM/CPT
Master and ICD-9-CM/CPT Crosswalk, Real Time Interface to DHCP, PC
Anywhere Telecommunications Software, Sybase SQL Anywhere Database
Software -- 1 ea. (2) On-Site Training and Installation plus Travel
Expense -- 1 ea. The Contractor shall deliver all items FOB Origin to
WJBD Veterans Affairs Medical Center, Information Resource Management
Service (IRM), Building 100, 6439 Garners Ferry Road, Columbia, SC
29209-1639, by September 30, 1998. The following FAR provisions and
clauses apply to this solicitation: 52.212-1 Instructions to
Offerors-Commerical (AUG 1998), 52.212-3 Representations and
Certifications-Commercial Items (JAN 1999), 52.212-4 Contract Terms and
Conditions-Commercial Items (APR 1998), and 52.212-5 Contract Terms and

(E.O. 12849). The following Veterans Affairs Acquisition Regulations
(VAAR) provisions and clauses apply to this solicitation: 852.219-70
Veteran-Owned Small Business (DEC 1990) and 852.270-4 Commercial
Advertising (NOV 1984). Full text is availabe upon reqest. NOTE: YEAR
2000 COMPIANCE FAR 39.106 (1) Requires that information technology
shall be Year 2000 compliant; or (2) Requires that non-compliant
information technology be upgraded to be Year 2000 compliant to the
earlier of (i) the earliest date on which the information technology
may be required to perform date/time processing involving dates later
than December 31, 1999, or (ii) December 31, 1999; and as appropriate,
describe existing information technology that will be used with the
information technology to be acquired and identify whether the existing
information technology is Year 2000 compliant. The Contractor shall
submit a price for each item on company letterhead and include a
completed copy of provisions 52.212-3 Representations and
Certifications-Commercial Items and 852.219-70 Veteran-Owned Small
Business to the Contracting Officer at the address indicated above, by
close of business, September 11, 1998. Fax quotes will be accepted at
(803) 695-6781. This Notice of Intent is NOT a request for competitive
proposals. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
