combined synopsis/solicitation of commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY REQUEST FOR QUOTATION THAT WILL BE ISSUED. No
additional specifications are available. This is a small business-small
purchase set-aside acquisition for two (2) Explorer II INMARSAT B
Satellite Communications Systems (with options) manufactured by
GlobeComm Systems, Inc. The INMARSAT-B terminal is a digital satellite
telephone, providing secure, wireless communication of voice, fax, and
data on a global scale. Each (2) unit shall come in a self-contained,
lightweight, portable suitcase. Suitcases shall be either metal or hard
plastics. These units cannot exceed 35 pounds each with standard
cables. Each (2) antenna base shall be reliable with the 3-legged
tripod design that is suitable for use in harsh outdoor, climatic
conditions. Harsh conditions include: temperature range of 20-140
degrees Fahrenheit, direct intense sunlight, near salt water, high
humidity (up to 100%), 20 mile per hour winds. Antennas shall come with
a mount kits and extendible cable to 100 meters. Antennas must include
a standard corrosion protection. Systems must support multiple data
interfaces. Interfaces must include RS232, RS449, and V.35 as a
minimum. The systems must be fully interoperable and compatible with
STU-III and other encrypters. Units shall be a "B" server or multiple
protocol servers. Units must operate on auto-ranging AC power supply or
DC inverter. Systems must have a remotable antenna subsystem (supported
up to 100 meters away). The systems must support two-wire telephone
systems and full duplex high-speed data (56/64 Kbps) operation and
interfaces. The units must be compatible with Secure Telephone
Equipment (STE) either directly or with STE converter. Offer shall
include the terms and conditions of the warranty. This
synopsis/solicitation incorporates provisions and clauses in effect
through Federal Acquisition Circular 97-5 and will be awarded under FAR
Part 12. All offers will be considered. The Standard Industrial
Classification code required is 3669. The resultant purchase order will
be firm-fixed price. FAR provision 52.212-1, 52.212-2 applies to this
acquisition. Offers shall be evaluated for fair and reasonable price,
technical acceptability, adherence to applicable clauses, provisions,
delivery schedule, and satisfactory past performance record. Additional
applicable FAR clauses: 52.212-4, 52.212-5, 52.232.33, 52.233-2,
52.247-34, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 252.212-7001,
252.225-7001. Offeror shall include a completed copy of the provision
at 52.212-3, Offeror Representations and Certifications-Commercial
