Transit (ST) is interested in procuring/leasing three (3) or four (4)
new low floor light rail vehicles (LFLRV) for use on the Tacoma Link
Light Rail Line. The LFLRV's desired should be in current production
and must be delivered by May 2001 for passenger service in the last
quarter of 2001. The car length should be standard gauge, 65%-100% low
floor, double-sided, double-ended and 60-90 feet in length. Because of
the small order size, ST will accept the domestic or foreign standards
and designs that the in- production car was built to. It is
anticipated that this procurement will be locally funded. 2. The letter
of interest should include a brief technical description of the
vehicle; operating history (where used); firm's manufacturing capacity;
and preliminary design/manufacture/delivery schedule. ST would also
welcome information on vendor financing and a contracted operating and
maintenance agreement. The budget for Tacoma is limited ST is
interested in vendor financing, as well as optionsfor ongoing
maintenance and operations work. In order to provide an analysis to the
ST Board of Directors, please provide an estimate of the pricing for:
1) A cash purchase; 2) A 30% down payment with a lease to own over 10
years; 3) A lease for 10 years with a fixed price option to buy at the
end of that period; 4) Separate option pricing for five year contracts
for maintenance and operations together with further options to extend
these contracts for a further five years or please indicate if
contractor is not interested in providing either or both of these
services. The entire letter of interest should not exceed ten (10)
pages. The information will be used to identify viable options. ST
intends to initiate a competitive procurement process no later than
