Reference previously transmitted synopses #229896, 29 Jul 98, and #237283, 14 Aug 98. The following questions were asked and answers are as follows: 1. Are these classes already designed, with goals and objectives determined? If so, is the request to have someone teach these pre-determined courses? Are course materials, i.e., handouts, homework, etc., also already done? ANS: The majority of programs are already in place with goals and objectives determined. The request is to have someone teach these programs that is a subject expert and be capable of designing new or modifying existing programs as necessary. Most materials and handouts are already completed, however new materials may be added. 2. 10 to 30 personnel will receive these nutrition education programs. I'd like to know more about this target audience. Is it civilians, spouses, enlisted and officers, health care personnel? Is there a general profile on this audience? ANS: The eligible population for our programs is that of our military population. This includes approximately 10,000 active duty members and their families as well as 40,000 to 60,000 retirees. Programs include both ends of the spectrum (youth and elderly). 4. In terms of qualifications, it was noted that the recipient should be a registered dietitian and a certified diabetes educator. Are these requirements or recommendations. In my case, I am an R.D. and a Ph.D., but not a CDE (certified diabetes educator.) ANS: The requirement for a Certified Diabetes Educator is mandatory. 5. Will the program be offered to the same 30 people throughout each year of the contract? ANS: Seldom do nutrition programs involve the same individuals. ANS: Each class held is normally a different group. 6. Is the "Choose to Lose" program to include bringing in staffing to do blood work (i.e., cholesterol screening) on each of the program participants? ANS: We do not use the "Choose to Lose" program any longer but do use similar lipid management and education programs. Lipid studies are accomplished by our clinic laboratory personnel. 7. Will the contractor have access to a computer with at least 486 capacity? ANS: Computer hardware/software support is available for the contractor use. 8. Is the Wellness Clinic to include baseline field testing plus biometrics measurements with follow-up testing each month along with discussion topics or would you just like discussion topics? ANS: The contractor is only responsible for that portion of the Wellness Clinic that involves teaching. Baseline lab values heights and weights are accomplished by Wellness Center staff, as are weekly weigh-ins. 9. Where will the classes be held? ANS: Most classes are held in the Patrick AFB Health and Wellness Center(HAWC). Periodically classes will be offered in other location located on Patrick AFB, Cape Canaveral AFS or the local community. 10. Where will the cooking demonstration be held? Is there a kitchen, stovetop, kitchen supplies and refrigerators available for food preparation? ANS: Within the HAWC we have full kitchen facilitiesto include all major appliances and food preparation areas. 11. The RFQ calls for a variation of locations where these classes are to be taught. Besides the health/wellness center, where are the other locations? ANS: See 11. Above. 12. Audio/Visual equipment, is it available or does contractor need to provide this equipment? i.e. VCR/TV overhead projector. ANS: Audiovisual support equipment is available for either overhead, 35mm, or computer projected presentations as well as TV/VCR. 13. Is part of this program for our counselors to take the seminar participants to the grocery store. The goal of these shopping trips are to educate the patients in reading the nutritional contents of foods, reading product labels, etc. Will transportation need to be provided by vendor or will each participant drive themselves? ANS: When tours of grocery stores for the purpose of education are conducted we normally have the individuals meet at the base commissary. Therefore, they will be providing their own transportation.
