The Space and Naval Warfare Systems Command (SPAWAR) intends to negotiate a sole source contract with Advanced Programming Concepts (APC) of Austin, TX. The Navy requires design, development, integration, and testing of a Multi-Tadil capability for Global Command and Control Systems-Maritime (GCCS-M) and other Defense Information Infrastructure (DII) Common Operating Environment (COE) based architectures. This effort includes participation in joint requirements processes, configuration management of fielded capabilities, software development, hardware integration and Navy/joint interoperability certification. The technical effort encompasses DII COE compliant implementation of Tadil A, B, and J, including data forwarding and integration with applicable Joint Tactical Information Distribution System (JTIDS)/data terminal hardware. It is SPAWAR's intention to award a three-year, cost-plus-fixed-fee level of effort contract, with an estimated contract value of $48,000,000. The Standard Industrial Classification (SIC) is 7379.
