Automation Center, Austin, Texas, intends to negotiate sole source with
Computer Associates International, Inc., Federal Division, Reston
Executive Center, Building 3, 12120 Sunset Hills Road, Reston, VA
22090, for the renewal of a license/maintenance of Computer Associates
(CA) software products supporting its OS/390 Enterprise Server and
other distributed client/server platforms and for the acquisition of
new enterprise wide licenses for all CA software products to support
either its OS/390 Enterprise Server platform or other distributed
client/server platforms in a franchise fund pilot program environment.
The period of performance of any resultant contract will be for one
base year with six renewal years. The statutory authority for other
than full and open competition is 41 U.S.C. 253(c)(1), only one
responsible source and no other supplies or services will satisfy
agency requirements. Companies who can provide CA proprietary software
products as indicated abovemust indicate their interest in writing and
provide written evidence of third party agreements from the intended
contractor owning the proprietary source codes within 7 calendar days
of this advertisement. Response must include documentation in
sufficient detail to allow for the evaluation of supplies/services. No
solicitation document is available and requests for such will be
considered non-responsive. Oral communications are not acceptable.

All responses from responsible sources will be considered. The
Contracting Officer may determine that a solicitation will be issued
because of analyzing responses to this synopsis of intent. If a
solicitation is issued, no additional synopsis will be published. Any
such solicitation will be issued to the intended contractor and all
firms that respond to this synopsis of intent. Determination to open
competition based on responses received is solely within the discretion
