Office of Naval Research seeks information concerning the development
of a Resource Allocation Manager (RAM) to provide control of the
Advanced Multifunction RF System (AMRFS) integrated sensor suite. AMRFS
is a Navy program that is developing technology to allow the
integration of RF systems (Radar, Electronic Warfare, and
Communications) into a common sensor suite. The real-time control of
this sensor suite is expected to be a complex software operation that
responds to doctrinal control from the Combat Direction System and to
the real-time tactical environment that the sensors are monitoring,
while providing for the requirements of all functions being
simultaneously performed. The Navy is currently interested in the best
strategy for developing the RAM and needs information to determine
approaches that will lead to a non-proprietary RAM product that can be
used, maintained, and upgraded for different platforms by any
appropriate vendor. Interested parties should submit a white paper of
no more than 10 pages, describing their experience, qualifications, and
personnel who are qualified to participate in the development of the
RAM product. The white paper is due 30 days after the date of this
announcement. The Navy intends to conduct a meeting (time and place
will be announced later) with qualified participants to discuss
approaches to developing the RAM product. A BAA announcement will
follow the meeting seeking participants in the development of the RAM
