Standards and Technology (NIST) intends to enter into a sole source
contract with Cornell University, Ithaca, New York under the authority
of 41 U.S.C. 253(c)(1) -- Only one responsible source. The principal
investigator, Professor Leigh Phoenix, is a world authority on
statistical modeling of the creep rupture (also known as stress
rupture, static fatigue, and creep rupture) of fiber bundles and
fiber/polymer matrix composites. Professor Phoenix has developed the
most advanced model in existence for creep rupture of fiber-reinforced
composites and has also generate the only known comprehensive data for
creep rupture of single graphite filaments. The period of performance
for this requirement is one (1) year from award of purchase order.
Interested persons may identify their interest and capability to
respond to the requirement. This notice of intent is not a request for
competitive proposals. However, all responses received within 15 days
after the date of publication of this synopsis, will be considered by
the Government. Written responses to this synopsis shall contain
sufficient documentation to establish a bonafide capability to fulfill
