Agency intends to acquire on a non-competitive basis, a Kevex
EDX-771,secondary target EDXRF, energy dispersive X-Ray Fluorescence
spectrometer for qualitative, semi-quantitative, and quantitative
analysis of elements of atomic number 9 (fluorine and above.) The basic
spectrometer assembly shall include a high resolution Si(li) detector,
secondary target excitation, direct excitation, collimated/ filtered
excitation, a sample chamber with precision 16 position sample wheel,
high power X-ray tube with a software controlled Geneva
direct/secondary target positioning, X-ray tube power supply, a vacuum
chamber with dimensions of 14"w x 16"d x 5"h to accommodate large
samples, a spectrometer cabinet, a data transfer module with
electronics and computer interface, computer based MCA, a PC
workstation with 166 Mhz pentium processor, 32 Mbyte of RAM, WinXRF 771
the complete EDXRF applications and interface software, a bi-level
ergometric workstation, color printer, sample preparation starter kit,
one week of user training, a full set of user documentation, superdry
detector, advanced system & application training, and a helium flush
kit. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP) FAR part 13 and commercial items, FAR part
12. The EPA intends to purchase the items from Kevex Instruments, 355
Shoroway Road, San Carlos, CA 94070-1308. EPA believes that Kevex is
the only vendor capable of suppling the above listed items. Delivery is
anticipated by November 30, 1998. No solicitation is available. All
interested parties shall respond within 7 days of the date of this
notice. Interested vendors shall: 1) include information on the
proposed items which clearly supports the requirements outlined above
and; 2) qualifications/capabilites; 3) provide itemized pricing that is
sufficient to make a determination that competition is feasible.
Responses received after the seven days or without the required
information will be considered nonresponsiveto the synopsis and will
not be considered. The resultant award will be firm-fixed price. The
Standard Industrial Classification (SIC) Code 3826, Size Standard is
500 employees, will be used for this requirement. This is Not A Small
Business Set-A Side. This notice of intent is not a request for
competitive proposals. Interested parties may identify their interest
and capabilities in response to this requirement. The determination by
the Government not to compete the proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct future competitive
procurement. Responses to this announcement should reference RFQ number
