a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). Elgar
Corp. Smartwave model SW5250A-1-3-2 power supply, quantity of two (2)
each. Quotes shall be submitted on brand name, model number or equal.
If quoting an equal you must include information sufficient to
establish that the item quoted is functionally equivalent to that
specified. Basic specifications follow. Output: AC or DC Voltage 0 to
156V RMS L-N range 1; 0 to 312V RMS L-N range 2 Output Frequency Range:
DC or 40 Hz to 5 kHz Output Power: 1750 VA: single phase, 3500 VA: two
phase, 5250VA: single or three phase Peak Current Measurement: Valid
for phases A, B, and C ( use phase A for Parallel Mode) Range 1: 0A to
28A; 3 phase mode, 312V range Range 2: 0A to 56A; 3 phase mode, 156V
range Range 3: 0A to 84A; parallel mode, 312V range Range 4: 0A to
168A; parallel mode, 156V range Accuracy: +/-2.5% of range, DC or 40 to
500 Hz for crest factors <2.0. Add +/-1% for crest factors up to
4.0. Add +/-1%/kHz above 500 Hz Programmable Current Limit Shutdown:
Settable to 1% of range (0.5A to 13A for 156V range; 0.5A to 6.5A for
312V range Programmable Constant Current: Settable to 1% of range (0.5A
to 13A for 156V range; 0.5A to 6.5A for 312V range). For all current
accuracies add +/-1.5%/kHz above 500 Hz. For parallel amplifiers add

5250 VA option The provisions and clauses in the RFQ are those in
effect through FAC 97-3. The SIC code and the small business size
standard for this procurement are 3699 and 500, respectively. The
quoter shall state in their quotation theirsize status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to LeRC is
required within 30 days ARO. Delivery shall be FOB destination. The
DPAS rating for this procurement is DO-C9 Quotations for the item(s)
described above may be mailed or faxed to the identified point of
contact, or bid distribution office, by the date/time specified and
include: solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American
Act-Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR
52.212-3 may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference. Questions regarding this
acquisition must be submitted in writing no later than 9-1-98.
Questions are due by to the address specified above and to the
attention of the Bid Depository. Award will be based upon overall best
value to the Government, with consideration given to the factors of
proposed technical merit, price and past performance; other critical
requirements (i.e. delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items, with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B" Prospective quoters shall
notify this office of their intent to submit a quotation. It is the
quoter's responsibility to monitor this site for the release of
