Commercial Item is prepared in accordance with FAR Subpart 12.6, and
supplemented with additional information. Provisions and clauses are in
effect through FAC 97-05. This procurement is restricted to small
businesses. The sic code is 7336 with corresponding size standard of
$5.0 million. Offerors should indicate business size relative to the
SIC Code. The US Geological Survey, Geologic Division and National
Mapping Division, Menlo Park, California, has a requirement for the
Phase 1 services of a design consultant to look at and use existing
exhibits, display materials, and cases to create an initial temporary
installation in the Building 3 Visitor Center and hallways for an
"opening" in early October 1998, some new materials may be needed.
Phase 1 is to be completed no later than September 30, 1998. Phase 2 is
to create an overall permanent design concept for the Visitor Center,
hallways, and conference room foyer in Building 3. The contract shall
include design, manufacture and installation of displays for the
Visitor Center. Phase 2 is to be completed no later than September 30,
1999. Phase 3 is to consult, design, supply or construct, and install
exhibit and display material for the Western Mapping Center in
Building 3. The plan for the displays in Building 3 is to present a
series of themes from mapping science, one on each bulletin board
(approximately 178 linear feet). The themes can be broadly described as
historic and current. The presentations of the themes would contain
images that would be of general interest and associated text that would
contain details of the applicable science. The historic themes would
show the origins of various areas of mapping science and how these
areas of mapping science evolved to present day practices. The current
themes would show present day mapping technology and its application
to current needs. Images for the historic themes could be taken from
the USGS archives or from historic books and documents. Images for
current themes would depend on current mapping products. The themes
should change at reasonable intervals, perhaps once every six months.
Phase 3 shall be completed by 10/31/98. Pricing shall be on a Time and
Materials basis for Phase 1 and 3 and on a per job basis for Phase 2.
In order to facilitate the on-going communication and on-site
coordination of this project, the location of the contractor shall be
no more than 50 miles from the USGS offices which are located in Menlo
Park, California. The provisions at DIAR 1452.212-1 DEV, Instructions
to Offerors -- Commercial Items, and FAR 52.212-2, Evaluation --
Commercial Items, apply to this acquisition. Please include a completed
copy of the provisions at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items with offer. Copies of this provision
may be obtained by contacting the Contracting Officer. The FAR Clause
at 52.212-4, Contract Terms and Conditions -- Commercial Items, and
DIAR 1452.212-5 DEV, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items apply to
this acquisition. Proposals will be evaluated on the following criteria
in descending order of importance: (a) experience in science theme
presentations, (b) quality of presentations, (c) past performance in
production of similar science theme presentations, and (d) price. The
Government may award without discussion. Proposals must be received in
