STATEMENT OF WORK AS FOLLOWS IS ADDED TO SOLICITATION NUMBER M62974-99-Q-4000. 1. Background; This statement of work shall define the terms and conditions of a requirements contracts for the acquisition of certified officials for a varied program of sports leagues and tournaments to be conducted at MCAS Yuma. 2. Scope; The contractor shall provide certified officials, timekeepers, and scorekeepers for football, softball, volleyball, and soccer based on requirement in applicable documents as follows: 2.1 Football -- United States Flag-touch Football League (USFT), 2.2 Softball -- Amateur Softball Association (ASA), 2.3 Volleyball -- United States Volleyball Association (USVBA) Rule Book, 2.4 Soccer -- Federation International Fotball Association (FIFA), 2.5 Local Rules -- Local rules take precedence over the aforementioned regulation for each sport. 3. Contractor Requirements -- The Contractor shall: 3.1 Provide currently certified officials, timekeepers, and scorekeepers in accordancewith the government-provided league/tournament schedules. 3.1(a) Officials shall have current certification from the governing body and/or in accordance with local association rules for each sport. 3.1(b) Officials shall have current knowledge of applicable local and national rules (i.e., NCAA, USFT, ASA, USVBA, USWF, FIFA) and will wear the proper uniform for the sport they are officiating, or as dictated by Contractor's policy. 3.1(c) Officials and other contracted persons shall arrive at game site 20 minutes prior to the start of each scheduled game. 3.1(d) Officials and other contracted persons who drive vehicles on MCAS Yuma shall have and maintain appropriate automobile insurance as required by Arizona State Law. 3.1(e) All contracted persons as shall otherwise be entitled admission to MCAS Yuma. 3.2 Provide all supplies/equipment required by the officials, timekeepers, and scorekeepers in the performance of their duties and as appropriate to each sport. 3.3 Provide a list of officials to be used during the period of this contract prior to performance at the first game contracted. 3.4 Provide and maintain, at its own expense, minimum liability insurance for all contractor personnel who will perform duties at MCAS Yuma. 3.4(a)Contractor shall provide proof of such insurance in writing to the Contracting Office PRIOR to acceptance of this contract. 3.4(b) Such insurance must NOT name the Federal Government or its assigns in any manner. 3.4(c) Any cancellation of such insurance must be reported immediately to the Contracting Officer and will constitute reasonable cause for suspension of the contract and any delivery order in effect. 3.5 Provide officials, timekeepers and scorekeepers for rescheduled games, at established fee prices. 3.6 Provide a schedule of prices for officials for each sport. Such schedule shall be all inclusive of overtime, extra innings and sudden death. 3.7 Provide certification that contract performance has taken place for each scheduled/rescheduled game. This certification may take form of a delivery ticket. 4. GOVERNMENT REQUIREMENTS: The Government shall: 4.1 Provide access to MCAS Yuma for all contracted personnel listed per para. 3.3, 4.2 Provide official league/tournament schedule, with locations, for each sport. 4.2(a) League schedule shall be provided 7 days prior to start of league. 4.2(b) Tournament schedule shall be provided 2 days prior to start of tournament. 4.3 Provide notification of game postponement/cancellation no later than 12 noon on game(s) day. 4.4 Pay the full fee for each game in the event of forfeit by either/both scheduled teams when notification is not made per para. 4.4. Pay the full fee for each game in the event of forfeit by either/both scheduled terms when notification is not made per para 4.4. 4.5 Pay one-half the full fee for each game postponed in the event of inclement weather, or other acts at no fault of either government or vendor, when notification is not made per para 4.4. 4.6 Pay the full fee for each game postponed or cancelled for other than as stipulated at para. 4.5, 4.6, and 4.7 where contractor has not been notified per para. 4.4. 4.7 Provide maps as appropriate showing locations of games. 5. PLACE OF PERFORMANCE -- Marine Corps Air Station, Yuma Az. 6. INSPECTION AND ACCEPTANCE: The MCAS Yuma Athletic Director, or his representative, shall act as the Contracting Officer's representative to certify that contractor performance has taken place at time/place as specified on schedules. 7.
