Department of Commerce/NOAA intends to procure on a sole source basis
service from Comet Graphics to obtain a data communications networking
consultant to assist in the reconfiguration and implementa- tion of
the National Weather Service (NWS) Integrated Flood Observing and
Warning System (IFLOWS) and other Automated Flood Warning Systems
(AFWS). Contractor must possess knowledge of the following: (1)
Hydrologic operations of the NWS, (2) The relationship of NWS
operations to the State and local governments who are participants in
the IFLOWS program, (3) Software interfaces to the NWS ASIPS/LDAD
project, (4) Configuration and operation of both IFLOWS and
private-vendor flood warning software, (5) Windows NT Server
configuration, (6) IFLOWS and other AFWS radio communications networks,
(7) TCP/IP, PPP, and other AFWS radio common communications protocols
used in networking, (8) Skills in diagnosis and troubleshooting of
communications networks. Contractor shall be responsible for the
following: (1) Relocate the AFWS Internet Server (AIS), currently
located at the NWS office in Louisville, KY to an ISP to be identified,
(2) Test, evaluate, and implement remote administration and network
status software for controlling the AIS for a six month period, (3)
Design, test and implement 5 of a planned 11 FTP servers which provide
real-time data for the AIS, in accordance with design specs for IFLOWS
data distribution, (4) Install and maintain Proxy/Firewall software and
hardware to protect the AIS and first 5 member servers, (5) Test 3COM
Office Connect 56K LAN Modem for compliance with design of WAN for
IFLOWS communication and document procedures to implement
point-to-point tunneling protocol (PPTP), (6) Upgrade AIS to use Flash
Shockwave technology, (7) Install and configure Windows NT 4.0 primary
and backup domain controls and Web servers in rack mount cabinet, (8)
Provide six months support and maintenance for AIS, (9) Provide six
months of monitoring for all servers, routers and serveices and
services needed to provide flash flash flood data to primary and backup
domain controls and web servers, (10) participate in the evaluation of
private vendor software in Kentucky to assess its potential for use in
the AFWS/IFLOWS reconfiguration. This effort includes installation and
testing of sample host/client software and appropriate
computer/communications hardware in NWS offices in Louisville and
Jackson, KY, (11) Create maps used by sample host/client software to
display hydrologic date for each of 41 KY counties, (12) Create maps
and appropriate HTML code which will allow new counties to be added to
the AIS for access and display, (13) Configure software and hardware
to convey communications between existing IFLOWS and the NWS ASIPS/LDAD
effort. MUch of the work will be performed in the LOuisville, KY area
where the existing operation of the AIS is currently located.
Occasional travel however may be required to server sites within the
northeastern U.S. This is a notice of intent to award to Comet
Graphics. Awardwill be made under Simplified Acquisition Procedures.
The Government anticipates award will be made by Sept. 08, 1998. Ref.
