BROWN (315)772-6510 (Site Code DAKF36) Fort Drum plans to privatize the existing Natural Gas Distribution System at Fort Drum, New York. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future plant replacements. As a result of this solicitation, a firm will be selected to assume ownership and provide natural gas distribution service to various facilities located on Fort Drum. The successful firm will be required to buy the existing system from the Government and may be required to perform major expansions to that system. This requirement will not include any purchase of natural gas. Fort Drum currently purchases its gas and its transportation to the Niagara Mohawk Corporation's (NIMO) City Gate from TEXACO. NIMO, in turn, delivers it to the installation through its distribution system. Fort Drum has roughly 200 administrative buildings and 2,200 sets of family quarters with an estimated day time population of 17,000. The on-post gas distribution system services 1,472 facilities and consists of approximately 291,988 linear feet of piping of various sizes, from 1 inch to 12 inches. The maintenance and operation of the system as a commercial natural gas system will be for a period of 10 years. This requirement is unrestricted.
