The National Institute of Standards and Technology (NIST) intends to negotiate with B&P Process Equipment and Systems, 1000 Hess Street, Saginaw, MI 48601 on a sole-source basis for equipment that will be compatible with the agency's B&P Model MP-19TC 25:1 L/D Twin Screw Extruder. The agency requires the following ancillary equipment, which will specifically be used in conjunction with the referenced twin screw extruder: (a) water bath; (b) 19mm data logging system; (c) single screw side feeder; and (d) agitator "flexibility" kit. SPECIFICATIONS: The water bath shall be constructed of epoxy coated steel, measure 14" x 10" x 62", have a dry weight of 25 lbs. and capacity of six gallons, and be equipped with a water connection (3/8" hose, 10 ft. in length) and drain (1" NPTF, located under tank). The data logging system shall include a PLC (programmable logic controller) to collect the analog data signals (parallel signals, 0-10VDC from MP-19 extruder panel). These signals will be transmitted byRS-232 serial communications. The PLC shall include a software feature (Net DDE) through which Microsoft Windows software such as Excel can import, and the data can then be displayed or manipulated. The data logging system shall include the following instruments: extruder screw speed and torque, extruder discharge pressure, extruder melt temperature (discharge), and barrel temperature (control/metal thermocouple) for each zone. The side feeder shall have 0.12kW motor power, DC variable speed (with SCR control) motor type, 30-300 RPM screw speed, 3 liters per minute of cooling water, and 15mm diameter single lead, full flight screw type. It shall be constructed of 304 stainless steel, weigh 15 Kg, and come with start/stop and speed pot controls. The agitator "flexibility" kit shall include additional paddles and feedscrews allowing for configuration changes. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 41 USC 253(c)(1). However, all proposals received within 12 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
