(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. (ii) FA2550-98-Q0856 is the solicitation number; the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-02 and Defense Acquisition Circular 91-12. (iv) This acquisition is unrestricted IAW FAR 19.1005. Standard Industrial Code 4953 applies, with a size standard of $6 million. (v) CLIN 0001, estimated quantity is 5185 Cubic Yards. Non-Personal service to provide all labor, materials, equipment, services, tools, loading, transportation, and dispose of construction debris stockpiled at Schriever AFB, Colorado Springs. (vi) CLIN 0001 The contractor shall remove all soil and debris located above the original ground level. In addition, the contractor shall remove all embedded or protruding objects that are partially or entirely exposed above the original ground level. The contractor shall not remove greater than " below original ground level. The contractor shall remove all debris to a permitted/approved landfill. The contractor shall be responsible to submit valid documentation of proposed landfill, to include: Landfill License and dump receipts to the 50CES/CEC project/alternate project manager prior to contract start. Special Instructions: 1. The contractor shall work with 50CES/CECC project/alternate project manager to ensure that the removal of all debris adheres to the needs of the Government. 2. The contractor shall comply with all OSHA and AASHTO requirements for removal and disposal of debris, and all subsequent environmental regulations for material dumping. The contractor shall comply with Schriever AFB restricted access for security reasons and shall provide advance notice for all site access. This project is not located inside the main base complex. Therefore, the contractor will NOT be required to provide escorts. Special consideration must be provided in all phases of hauling of the debris for security issues. In the event of the discovery of contaminated soil or hazardous materials, the contractor is to stop work immediately and contact the contracting officer. The contractor shall wait for a determination to be made by Bio-Environmental testing as to what the next course of action should be. (vii) The performance period for completion of this contract is 90 days. The performance period includes all mobilization, removal, hauling, and demobilization; all terms are FOB destination Schriever AFB, Colorado Springs. (viii) The provision at 52.212-1, Instructions to Offers-Commercial Items, applies, (ix) with the following evaluation factors: first, Registration in Central Contractor Registration database, see (xvi) second, past performance, third, price. The government reserves the right to award an offeror other than the low priced offeror. (x) Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3.
