These proposals will support a study under OMB Circular A-76. This study is a competition between a contractor and the government's in-house bid for conversion of the existing government operation. There will be a preliminary competition between contractors to select an offeror to compete against the government in-house bid. This announcement augments the government's previous announcement published on 17 June 1998.
