Nuclear Deterrence Command and Control (SND C2) System Program Office
(SPO) is seeking a qualified contractor to provide Engineering Services
for the Missile Warning and Space Surveillance Sensors (MWSSS)
Engineering Development and Logistics (MEDAL) contract. MEDAL is a
follow-on contract to the existing Integrated Tactical Warning/Attack
Assessment (ITW/AA) Sensors Integrated Systems Support (ISISS)
contract. This acquisition covers the engineering, design, development,
integration, test, and delivery of various software and hardware
enhancements and upgrades to the MWSSS system, to include: revision and
development of all logistics requirements (technical orders, support
equipment, initial spares, training, etc.) and procurement of
production and system retrofit kits/documentation resulting from these
enhancements and upgrades. Additionally, related logistics and system
engineering studies, prototyping, and planning activities will be
required. Finally, expect this contract to require integration
activities between the MEDAL contract activities, the SND C2 Integrated
C2 contract activities and perhaps other contracts. The Government
believes that in order to be successful in this endeavor, potential
offerors should consider the following: (1) Their in-depth knowledge of
and experience with, MWSSS systems and subsystems; (2) Their prior
experience in sustaining and upgrading sensors through logistics and
engineering activities; (3) Their prior experience in the analysis,
design and implementation of software and algorithms to allow for
missile warning, space surveillance, and space object identification;
(4) Their recent experience in integration of systems; (5) Their
ability to obtain security clearance of secret for facility and
personnel; (6) Workforce in the Colorado Springs, CO, area where the
majority of the effort will be performed. Earlier in this acquisition,
it was planned that the Ogden Air Logistics Center at Hill AFB, Utah
would be the responsible contracting office. The most recent change has
the Electronic Systems Center/SND C2 contracting office becoming the
responsible organization. Due to this change and the inherent process
differences it has become necessary to reexamine the contract schedule.
The program office at Peterson AFB along with the SND C2 SPO has
established a web site on the Hanscom Electronic RFP Bulletin Board
(HERBB) for information updates and will also be issuing a sources
sought synopsis in the near future. The web site for HERBB is
