and Atmospheric Administration (NOAA), Environmental Technology Labs
(ETL) requires the use of a unique, large-scale laboratory facility for
studying processes in the upper ocean. This includes a large
thermostratified tank (20m x 4m x 2m) with a controlled
thermocline-type stratification which models the upper ocean structure
at about 1: 100 of spatial scale and about 1:10 of velocity scales and
the closed wind-wave tank for modeling processes involving the wind
action on the surface. The tanks are fully equipped with generators of
surface and internal waves, a flow inductor, wind channel, etc., and
a measuring complex with the computer-based data collection and
processing. The purpose of the work, which involves both tanks, is to
study the interactions between internal gravity waves (IW), turbulent
currents, and surface waves, evaluate the possibility of generation,
amplification and modulation of the wave disturbances and describe the
main mechanisms of the phenomena observed. It is the intent of the
Government to negotiate a sole source contract under the authority of
41 U.S.C. 253(c)(1) with The Institute of Applied Physics at Nizhny
Novgorod (Russia) as this source is considered to be the only
responsible source and no other source can satisfy agency requirements.
